POSITION:                Director of General Accounting
 

 

REPORTS TO:          Assistant Superintendent for Business Operations

 

 

MINIMUM QUALIFICATIONS:

 

1.       Bachelor's Degree in Accounting or Finance with emphasis in accounting. 

2.       Five to seven years work experience in general accounting.

3.       Such alternatives to the above qualifications as the Taylor School District may find appropriate and acceptable.

 

DESIRED QUALIFICATIONS

 

1.       CPA credentials.

2.       Demonstrated knowledge of K-12 school funding/finance.

 

PRIMARY FUNCTION:

Under general direction of the Assistant Superintendent of Business Operations, manages the general accounting function of the District.  Areas of responsibility include payroll, accounts payable, general ledger maintenance, audit coordination, cash management tracking, budget and financial reporting.

 

DUTIES AND RESPONSIBILITIES:

 

1.       Accounts for the financial transactions of the District.  Ensures applications of appropriate general ledger, cash receipts and bank reconciliation procedures, practices and recording. Responsible for maintaining adequate internal controls.

2.       Supervises the payroll function ensuring proper payments and withholdings.  Ensures procedures and controls for time sheets, taxes, deductions and record keeping are appropriate and meet State and Federal guidelines.

3.       Supervises the accounts payable activity ensuring timely payment of District debts in accordance with Board policies.

4.       Supervises a staff of payroll, accounts payable and bookkeeping clerks.  Train support staff in job duties and conduct performance appraisals.

5.       Prepares financial reports and statement of investments and reviews with Assistant Superintendent.  Submits financial reports to the Superintendent, Board of Education, ISD and State of Michigan, as appropriate. 

6.       Prepares the Debt Retirement and Funded programs budgets and assists District personnel with budget monitoring.  Prepares all reports and request for funds for Funded Programs.  Administers Grant awards and other programs.  Coordinates with appropriate Directors and other personnel for all funded programs, revenue and expenditure record keeping and reporting requirements.

7.       Responsible for weekly cash management and accounting.  Arranges for bank transfers and investigates and recommends investment strategies to Assistant Superintendent. 

8.       Processes tax refunds.  Prepares tax resolution for the Board and submits to taxing authorities.  Ensures the timely transfer of funds from taxing authorities to the District.  Submits tax adjustments of SEV changes and TIFA for state aid purposes.  Coordinates with municipalities on tax refunds and tax collections to ensure appropriate amounts are distributed.

9.       Prepares cash flow projections and invests all available funds to maximize investment earnings as directed by the Assistant Superintendent for Business Operations.  Projects the cash needs of the District and recommends operating loans as necessary. 

10.   Prepare and update revenue and expenditure budgets and submit five-year projections to the Assistant Superintendent fro Business Operations.  Solicits and manages partial budgets received from Directors and Department heads and consolidates in expenditure budget.  Interfaces with Departmental Directors for Budget reporting, updates, modifications and inquiries.

11.   Prepares Truth in Taxation, Headlee, and other tax documents.

12.   Coordinates audit requirements with external auditors and prepares audit work papers and documents including schedules for all federal projects. 

13.   Analyzes and evaluates district internal accounting control system (including fraud prevention under SAS.99) and make recommendations to keep district in compliance with highest industry standards.

14.   Proficiency with WCRESA computer system and Data Analyzer Programming and Reporting system and any future reporting software updates. 

15.   Attends Board of Education meetings as requested. Performs other related duties as assigned by the Assistant Superintendent for Business Operations.

 

RATE OF PAY:      TACSA Contract (N2) Non-Certified Director– $66,157 - $70,859 (2006/07)
